Janine Boyd, Government Affairs/Public Policy Advocate, on Ohio Legislature Ends Logjam, OKs Budget
On April 29, 2009, the Ohio House of Representatives submitted its version of the biennium budget to the Senate. On May 29, 2009, the Ohio Senate rendered its version, less much of what the House funded, followed by the formation of Conference Committee on June 10, 2009. The Conference Committee consisted of three members of the House and three from the Senate, as well as an equal representation of Republicans and Democrats. Intended to facilitate a series of deliberations and efforts at compromise regarding the House and Senate versions of the budget bill, only two official Conference Committee meetings were held, between June 10th and the extended budget deadline of July 14th. On July 17, 2009, Governor Strickland signed Am. Sub. H.B. 1, the State operating budget for 2010 - 2011, and vetoed 61 items from the bill.
